San Elijo Joint Powers Authority, Recycled Water Demineralization Facility

Encina, California

The Design-Build Reclaimed Water upgrade project at the existing San Elijo Joint Powers Authority (SEJPA) Wastewater Treatment Plant began in April 2012. The new facilities increased the production of reclaimed water by an additional 1 MGD (upon full build-out) and significantly improves the finish water quality, reducing turbidity and conductivity. The reclaimed water is produced by utilizing two technologies in concert. First stage treatment is PALL Water Processing’s Microfiltration System utilizing Microza Microfiltration Modules. The second stage treatment is accomplished by Xylem WET (Water Equipment Technologies) Reverse Osmosis water purification system. Both technologies are NSF 61 approved, automatic in operation, and include full and independent Clean-In-Place (CIP) systems. Additional improvements to the plant included new sludge beds, vertical turbine feed pumps, submersible waste sump pumps, pre-engineered metal buildings, architectural treatments such as sunshades and trellis, yard piping, site grading and paving, electrical and instrumentation improvements, and SCADA integration.
